The method involves allocating carriers to a service area using a calculation module of a computer system, and planning frequencies at each service area, such that different carriers utilized in a sector are associated with a single service area. Power of each carrier is adjusted based on a determined signal-to-noise ratio at each pixel and a traffic flow capacity by a carrier. The power of a transmitter between the carriers of a same sector is determined by the module, such that the power adjustment process corresponds to the maximum sum of traffic flow of the carriers at each sector. An independent claim is also included for a computer system implementing a carrier-power planning method.
