PPROBLEM TO BE SOLVED: To reduce the amount to be stored in a database, and to precisely predict exposure to radiation in accordance with actual event, by identifying a causal event based on the operation information of a nuclear facility, inferring development of the event based on the identified causal event, and predicting the exposure to radiation based on the inference result. PSOLUTION: A nuclear emergency reaction system identifies a causal event of an accident if the accident occurs in a nuclear facility, and plans evacuation action. It comprises an operation information acquiring part 1 which acquires operation information of the nuclear facility, a correlation database 2 in which the correlation information between the operation information of the nuclear facility and the causal event of accidents is stored in advance, and a causal event identifying part 3 which identifies the causal event of the accident based on the operation information acquired by the operation information acquiring part 1 and the correlation information stored in the correlation database 2.
