PURPOSE: A telephone system for the speech disordered and the hearing impaired and a method therefor are provided to allow the speech disordered and the hearing impaired to communicate in voice with a normal person by transferring a received call voice to a computer and converting it into characters and converting characters inputted to the computer into a voice and processing the voice as an originated call voice. CONSTITUTION: When a user phone receives a call, voices are alternately transmitted in both directions(100). In the case of a received voice, a received analog voice signal is converted into a digital voice signal and then transmitted to a management computer(110). It is determined whether the user is a hearing impaired(120). If the user is a hearing impaired, the voice is converted into characters and outputted on a monitor(130). In the case of responding, it is determined whether the user is a language disordered(150). If the user is a language disordered, the user personally inputs through a key board, or selects a reserved word(160) and converts it into a voice, and then outputs the voice to the phone(170). The voice transmitted to the user phone is stored as a general audio file(140a,140b).
