The invention relates to diagnosis and treatment of patients exhibiting external disease manifestations, for example to stomatology and can be used for diagnostic information engineering for examination and treatment of patients, including following-up the patients who are not hospitalised. The aim of said invention is to design a complex for diagnosis and treatment of patients exhibiting external disease manifestations which makes it possible to record, including graphically, the pathological state thereof during the examination independently of the location of said patients with respect to the hospital, ensure the collection of objective data for diagnosis and therapy and to train medical staff on the basis of information received in real time. Said aim is achieved by providing the inventive complex with streaming video devices, connecting a main database to a public service network, using additional dynamic databases for the access of unlimited number of operators and for intermediate data storage, synchronising data with the main database and for retrieving data upon request of a user who inquires the main database through the public service network.
