In the present invention, there is disclosed a catalyst intended for total oxidation of volatile organic substances being present in concentrations of 100 to 10 000 mg/me3 of air wherein the oxidation is carried out at a temperature ranging from 60 to 500 degC and wherein the catalyst contains active components and a component modifying surface properties thereof. The catalyst active components are represented by oxides of transient metals being selected from the group consisting of cobalt, copper, nickel, chromium, manganese or iron or mixtures thereof and the catalyst surface property modifying component is represented by magnesium dioxide or a mixture of magnesium dioxide and aluminium oxide. Amount of the transient metal oxides as such or in a mixture ranges within 10 to 90 percent by weight and amount of the catalyst surface property modifying component ranges within 10 to 90 percent by weight. The invented catalyst is prepared so that aqueous solution of a transient metal salt or a mixture of water solutions of transient metal salts, aqueous solution of a magnesium dioxide salt and optionally aqueous solution of aluminium oxide salt are subjected to precipitation in a basic aqueous solution of an alkali metal carbonate and/or hydrogen carbonate and/or an alkali metal hydroxide at a temperature ranging from 5 to 100 degC and pH of the reacting mixture within 8 to 13. The obtained suspension is then let to ripen for a period of up to 48 hours at a temperature ranging from 5 to 180 degC, the obtained solid product is then filtered off from the suspension, washed, dried, molded and subjected to calcination at a temperature ranging from 200 to 800 degC.
