PROBLEM TO BE SOLVED: To enable the optimal relocation of arbitrary page sets in hyper media information while using information sets edited with the same theme in an information set importance degree discrimination system objective to the hyper media information on a network. SOLUTION: This information set importance degree DECISION system is provided with a page information managing means 11 for managing the attributes of page information composing of the hyper media information, a link information managing means 12 for holding and managing the link relation of page information, a data fetching device 30 for registering the hyper media information into the page information managing means 11 and the link information managing means 12, a page analyzing means 21 for deciding the degree of importance for each page, a link analyzing means 22 for deciding the weight of each link on the basis of the link information and a page set sort means 23 for sorting the page sets on the basis of the degree of importance of page for each page.
