PROBLEM TO BE SOLVED: To provide a development roll capable of securely preventing occurrence of bias leakage and enhancing a development efficiency thereby obtaining a high quality image, and to provide a method for manufacturing the development roll and an image forming apparatus.;SOLUTION: The development roll 58 has a large-diameter part 58L, tapering parts 58T, and small diameter parts 58S. DRSc between the small diameter part 58S and the photoreceptor drum 30 is wider than DRSb between the large diameter part 58L and the photoreceptor drum 30. Thus the occurrence of the bias leakage in an area (a) is effectively prevented, and the development efficiency on the development side is kept high, thereby keeping the image quality such as thin line reproducibility high.;COPYRIGHT: (C)2005,JPO&NCIPI
