PPROBLEM TO BE SOLVED: To automatically and continuously observe samples for observing quality of ocean water and river water and overcome the problem such that electric wires entwine subaqueous objects due to a level change and a drift of a float equipped with observation equipment in the uncertain direction when the ocean water and the river water are sampled. PSOLUTION: A spiral automatic water level and quality observation apparatus is provided with one observation apparatus 26, one observation sensor 31, the float 30 for mounting the sensor, a rope 20 for coupling to the float and a signal line 25 for coupling the sensor and the observation apparatus. The rope is discharged by a spool 10 provided with a torque spring 13 in response to the level change.
