PROBLEM TO BE SOLVED: To realize the estimation of the congestion state of an institution based on travelling state of vehicles whose destinations are the institution.;SOLUTION: In this system, a collecting part 11 for each destination receives a plurality of vehicles information indicating the present locations, the travelling speeds and the destinations of the vehicles respectively from a plurality of vehicle terminals 3 provided on these vehicles. The collecting part 11 for each destination collects the present locations and the travelling speeds indicated in the vehicles information for every destination. A speed deduction part 12 deduces the travelling state of the vehicles at the routes which lead to the specified institution based on the collected result. A congestion estimation part 13 for each destination estimates the respective arrival time of the vehicles whose destinations are the institution among a plurality of vehicles based on the travelling state, and furthermore estimates the arrival number of vehicles to the institution in every specified time zones based on the arrival time.
