PROBLEM TO BE SOLVED: To prevent bid rigging in an electronic bid for bidding through an electronic communicating means.;SOLUTION: In this electronic bidding device 2, a commitment with a bidding door capable of freely selecting decoding of the first combination information, which is formed of first random numbers set by a random numbers setting means 2c and the first bidding price information input by a bidding price information input means 2d, and decoding of the second combination information, which is formed of second random numbers different from the first random numbers and the second bidding price information for specifying a price level different from a price level specified on the basis of the first bidding price information, is generated by using a secret key, and opens it in an electronic bid opening device 3. The first random numbers are transmitted from the electronic bidding device 2 to the electronic bid opening device 3 through a dedicated circuit 4.
