In a pay-for-placement search system, the system that includes an account management server (22) and a search engine server (24) connected to a network (20) makes search term recommendations for advertisers who manage their accounts in one or two ways. A first technique involves determining good search terms directly on an advertising website. A second technique involves comparing an advertiser with other similar advertisers and recommending search terms that other advertisers have chosen. The first technique is called the spiderweb effect and the second technique is called collaborative filtering. According to the preferred embodiment, the output of the spider web effect step is used as input to the collaborative filtering step. The final outputs of search terms from both steps are then interleaved in a natural way.
