PROBLEM TO BE SOLVED: To realize high security with an inexpensive medium, to cope with a discovery of an incorrect card system and to prevent an incorrect access to a certification accounting center and a forgery of the medium.;SOLUTION: A bill information produced from a bill sign key obtained by a certification of a certification medium is paid out to a selling server and an ID specifying the bill information, a claim item and a seller is handed to the certification accounting center in the selling server. A liquidation (payment) is carried out from the certification accounting center to the seller based on information on accounting requirement. The certification of the medium and a production of the bill information are carried out only by the accounting unit and a mutual certification is carried out between the accounting unit and the certification accounting center at the time of certification of the medium.
