PURPOSE: A rubber cushion for a railway vehicle is provided to minimize the shock applied to the railway vehicle by integrating rubber layers with a steel plate at both to and bottom parts of the steel plate, thereby simplifying the shape of the rubber cushion and improving the riding feeling of the railway vehicle. CONSTITUTION: A rubber cushion for a railway vehicle is manufactured by compressing upper and lower cushion materials(12,13) onto top and bottom parts of a steel plate(10) in a mold(16) so that the cushion materials are filled in a plurality of grooves(11) formed on surfaces of the steel plate, and protruding trapezoidal fixing parts(19), fixing elements(20), and connection elements(14) from surfaces of the rubber cushion materials, wherein a plurality of such rubber cushions are coupled together continuously by coupling the fixing parts of one rubber cushion with the fixing elements of another rubber cushion, and air and gas generated when forming the fixing parts and the fixing elements are discharged via the connection elements.
