PROBLEM TO BE SOLVED: To enable various notification procedures or document issue application by using various terminals such as a portable telephone and a personal computer linked with the administrative system of a local government. ;SOLUTION: Concerning this administrative service link providing system, an administrative service provided by an administrative system 4 is received by terminal equipment 1 of a user connected through a carrier network 2. A gateway device 3 is provided between this carrier network 2 and the administrative system 4, and the device has a function for mutually converting a format between information received or transmitted from the terminal equipment 1 through the carrier network 2 and information suited to the administrative system 4.
