System has an issuer terminal with a database of maximum funds, geographically distributed agent terminals communicating with the issuer terminal and validating a fund. It provides a fund representation (card) (FR) in exchange for payment which provides access to assets from any user terminal. The FR includes an information carrier marked with the set fund maximum value and a concealed key (a concealed printed document) giving withdrawal access from any user terminal. A transmitter encrypts the messages to the issuer terminal, the database is maintained and the message validity is checked. There is an INDEPENDENT CLAIM for a method of enabling exchange of assets between Internet terminals.
