PROBLEM TO BE SOLVED: To provide a plan operator learning method and device which learn the precondition and effect of a plan operator about an operation procedure without using a simulator and to provide a storage medium storing a plan operator learning program. SOLUTION: This device has version space as the intermediate stage of a plan operator being the knowledge of a part of an operation procedure of a field knowledge, updates the version space using the observation results of exemplary performance of a domain expert who is skillful in device operation (S1), inquires of the domain expert obscure points of an operator application procedure (S2) and updates the version space (S3) when inquiry results are wrong.
