PROBLEM TO BE SOLVED: To assemble segments having large-sized intake openings while restraining inflow of underground water to construct an intake tunnel. ;SOLUTION: On one part of a skin plate in contact with the ground, segments 20 formed with intake openings 22 are assembled to correspond to the advance of a tunneling machine 1, and a intake tunnel is constructed in an aquifer 60.
