PROBLEM TO BE SOLVED: To obtain a safe and effective hair growing and restoring agent by containing a specific inhibitor against a protein kinase C. ;SOLUTION: This hair growing and restoring agent contains a specific inhibitor against a protein kinase C (e.g. polymyxin B) having ≥3.0, preferably 3.0-109 of a ratio of a 50% inhibiting constant against protein kinase A to a that against protein kinase C in an amount of 10-6-10wt.% as a single substance or a mixture. This agent can be prepared to a liquid state such as a hair liquid, a hair tonic or a hair lotion, or a solid state such as an ointment or a hair cream. This agent is precutaneously administrated daily in an amount of 0.5-5mL, preferably 1-3mL per one time in a frequency of single time top several times for an adult as a tonic containing the hair growing and restoring agent.;COPYRIGHT: (C)1997,JPO
