SOLUTION: A high silicon steel slab contg. 5.0% Si and having 20 to 80% recrystallizing ratio is subjected to hot rolling, is thereafter subjected to primary cold rolling and is subjected to process annealing composed of continuous annealing of executing batch annealing of holding at 400 to 700 deg.C for 20min to 100hr are subsequently executing holding at 600 to 800 deg.C for 5 to 120sec. It is furthermore subjected to secondary cold rolling at 5 to 30% draft and is thereafter subjected to finish rolling at 650 deg.C to ( transformation starting temp.).
