PROBLEM TO BE SOLVED: To produce a nonoriented silicon steel sheet having excellent magnetic properties over all orientations with a high efficiency by subjecting a high silicon steel slab to a hot rolling, primary cold rolling, annealing, secondary cold rolling and finish rolling under specified temp. conditions. SOLUTION: A high silicon steel slab contg. 5.0% Si and having 20 to 80% recrystallizing ratio is subjected to hot rolling, is thereafter subjected to primary cold rolling and is subjected to process annealing composed of continuous annealing of executing batch annealing of holding at 400 to 700 deg.C for 20min to 100hr are subsequently executing holding at 600 to 800 deg.C for 5 to 120sec. It is furthermore subjected to secondary cold rolling at 5 to 30% draft and is thereafter subjected to finish rolling at 650 deg.C to ( transformation starting temp.). The semiprocess nonoriented silicon steel sheet having 20 to 80% recrystallizing ratio, in which, as for =40% of the unrecrystallized part, the crystal orientation of the 110 axis lies within 15 deg. to the rolling direction and having extremely uniform and excellent magnetic properties over all orientations in the steel sheet can stably be obtd.
