The phase comparator is formed the binary signal which is supplied to the 1st entry terminal and responding to the signal succession to 2nd value from 1st value of the oscillation signal which is supplied to the 2nd entry terminal, in order to fetch the 2nd impulse (P2) which, possesses the 1st impulse (P1) and which possesses the pulse duration which displays the phase contrast with the binary signal and the oscillation signal pulse duration which is proportionate to 1/2 f0 (here as for f0 frequency of aforementioned oscillation signal). The control signal generation device (7) fetches the control signal from 1st and 2nd impulse, in order to supply this control signal to the generator, is constituted, at the same time the control signal generation device is formed way from 1st and 2nd impulse, phase contrast almost becomes null, in order to fetch the control signal which is controlled.
