PROBLEM TO BE SOLVED: To provide a monitoring system for disaster prevention capable of simplifying internal structure of a repeater and reducing cost of the whole system. SOLUTION: A disaster prevention, receiver 1 is provided with a short-circuit detecting means 15 to detect a short-circuit in a first transmission line L1 and a second transmission line L2, a transmission cut-off means 13 to cut off transmission to all the repeaters 2 when the short-circuit of the transmission lines L1, L2 is detected by the short-circuit detecting means 15 and a repeater connecting means 14 to independently transmit a connection requesting signal of the second transmission line L2 to each repeater 2 through the first transmission line L1. In addition, each repeater 2 is provided with a connection control means 23 to cut the second transmission line L2 when the transmission is cut off by the transmission cut-off means 13 of the disaster prevention receiver 1 and on the other hand, to connect the second transmission line L2 when the connection requesting signal is independently received by the repeater connecting means 14.
