PURPOSE:To accurately and easily discriminate a desired program excluding an undesired part such as commercial program in a program television broadcast. CONSTITUTION:An audio signal or a video signal of a characteristic head of a television broadcast program is digitally quantized and the result is stored in advance as a discrimination data. On the other hand, the audio signal or the video signal; included in a radio wave on-air digitally and sampled, the sampled data and a discrimination data are compared at a same address of both frame memories to decide its correlation value. Then correlation values are added by one frame and whether the sum is small or large, that is, whether the correlation is high or low is discriminated. When it is discriminated that the correlation is high, it is discriminated that a program in a television broadcast is coincident with the characteristic head of the program.
