PURPOSE:To develop a large river basin efficiently by performing multiple processes such as the construction of ports, the development of the area to be developed and the construction of a riverside road parallel with each other with a fleet of vessels which consists of a vessel for the construction of ports, a heavy machine placed vessel, a vessel for the construction of plant and a storage vessel respectively tugged by the main vessel. CONSTITUTION:A fleet of vessels which consists of a vessel 2 for the construction of ports, a heavy machine placed vessel 3, a vessel 4 for the equipment of plant, and a storage vessel 5 is tugged by a main vessel 1 to be navigated to a first development area 6a. A first base port 7a is constructed by the vessel 2 for the construction of ports, and the first development process is performed to develop the first development area 6a. After the construction of the first developed port 7a, the main vessel 1 tugs the vessel 2 for the construction of ports to navigate to a second development area 6b, and at the same time, constructs a road 8 extending along the river. Next, the second base port is constructed, and this work is repeated. A river-basin can be thereby developed efficiently and economically.
