PURPOSE:To improve the developing efficiency with the titled system by eliminating the conflicts based on the strageries registered into a conflict eliminating strategy register means. CONSTITUTION:It is checked whether a conflict eliminating strategy that satisfies all necessary conditions exists or not among those strategies designated by a conflict eliminating strategy register means 4 in terms of the conflict elements contained in a conflict gathering 21. When the unprocessed conflict elements remain, the first one of these elements is defined as a candidate CE- CAND to check whether this candidate can satisfy all necessary conditions or not. Then the comparison is carried out between the evaluation results of the comparison conditions of both candidates CE-BEST and CE-CAND. When the CE-CAND has a higher result than the CE-BEST, the CE-BEST is replaced with the CE-CAND and the next element in the gathering 21 is repeated in the form of the CE-CAND.
