Known fuel-rod changing tools are either designed so that they are only suitable for removal of single fuel rods, or individual tools are mounted with a specific spacing on a common drive means. A multiple tool for manipulating any number of fuel rods of a fuel assembly can be assembled from individual modular tools in a modular system, each individual tool consisting of a tension-compression rod (29) with a detachable fuel-rod grappler (30), that can be moved horizontally over the length of the fuel rod by means of a trolley (10). The trolley (10) in turn is mounted on bearings on a guide rod (3), and driven by an electric motor (1) by means of a lead screw (2). The guide rod (3), lead screw (2) and tension-compression rod (29) are fastened to a common holding device (4, 5, 6, 7), so that their central axes lie in parallel in a vertical plane, and form a basic module.
