The plant (1) has a solar heat collector fluid passage (11) and a heat exchanger fluid passage (32) through which the fluid is guided so that quantities of heat are respectively supplied to fluid by impinging solar radiation on solar heat collectors and to fluid of exhaust gas flowing through exhaust gas passage (31) of a waste-gas heat exchanger (30). A fluid inlet (61a) of a load device (60) is connected with a hot fluid receiving unit (40). A control device (70) is connected with a gas turbine (20), to control operation of gas turbine with respect to first quantity of heat. The collector and heat exchanger fluid passages are provided with fluid feeding terminals (11a,32a) for feeding to-be-heated fluid into the collector and heat exchanger fluid passages and for discharging the heated fluid from the collector and heat exchanger fluid passages. An independent claim is included for method for operating thermal solar plant.
