The real part and the imaginary part of the S parameter of the high frequency signal obtained when an object to be detected in which no foreign matter is mixed is transmitted through an electromagnetic field generated in the space around the transmission line (11) during high frequency signal transmission. The gradient of a straight line indicating the distribution state of the ratio of each change amount in the two-dimensional coordinates is prepared in advance as a reference for comparison. The analysis device (13) calculates the gradient of a straight line in the two-dimensional coordinates of the real part and the imaginary part of the S parameter of the high-frequency signal obtained in the same manner for the detection target (20) in which the reference of the comparison and the inclusion of the foreign matter are unknown. Are detected, and when they are different, it is detected that the detection target (20) contains a foreign substance.
