In the present invention, inventory detection sensors are installed at each of the following locations: a location where inventory at the stage before processing based on a manufacturing process flow that includes multiple manufacturing processes stays; a location where inventory at the processing stage in each of the manufacturing processes stays; a location where inventory at the stage of waiting to be processed between the manufacturing processes stays; and a location where inventory at the stage after processing based on the manufacturing process flow stays. A stay time measurement unit (220) measures the stay time of each inventory at each of the stages by using the inventory detection sensors. An inventory cost calculation unit (230) calculates the inventory cost for each inventory at each of the stages on the basis of the stay time of each inventory at each of the stages.
