A basic motion model acquisition unit (103) acquires, for each of a plurality of basic motions, a basic motion model that is a model for recognizing the basic motion and that is generated by analyzing, on a portion-by-portion basis, the states of a plurality of portions of a movable body when the movable body performs the basic motion. An application motion model generation unit (104) generates an application motion model that is a model for recognizing an application motion, which is more complex than the basic motion, by combining at least two basic motion models of the plurality of basic motion models.
