To achieve safe stop of a machine at little damage by taking a countermeasure.SOLUTION: A numerical control apparatus 100 acquires data concerning the generation of an earthquake from a factory information management server 2 through a factory system 1. Upon acquisition of data concerning the generation of an earthquake, a workpiece state information acquisition section 16 acquires workpiece state information and a tool route estimation section 17 reads ahead a processing program and estimates a tool movement route until the arrival prediction time of an earthquake is reached. A distance estimation section 18 calculates the transition of a distance between a workpiece and a tool on the basis of the workpiece state information and the tool movement route. A stop point determination section 19 determines a stop point of the tool. If there is not an appropriate stop point, a retraction determination section 20 determines the retraction of the tool.SELECTED DRAWING: Figure 2
