The present invention relates to a filter exhibiting an adsorption behavior that compensates for a sharp decrease in the adsorption rate of activated carbon fibers by an adsorption powder having a smaller adsorption rate than activated carbon fibers while leading the initial adsorption of harmful gases by activated carbon fibers, and a method for manufacturing the same . The manufacturing method of the filter, the first step of laminating the activated carbon fiber (b) and the fibrous binder (c) in order on the lower web (a); a second step of forming a fiber bulky layer (c-1) from a fibrous binder (c) while bonding the laminate (1) of the first step by needle punching; A third step of dispersing and filling the adsorption powder (d) on the bulky layer (c-1); and optionally a fourth step of laminating the upper web (e).
