On the basis of theoretical considerations and practical examples, it is demonstrated that the ElS~(~R) is in most cases an appropriate tool for the evaluation of port investments and, more generally, port policy. In order to evaluate port investments, the criteria used should reflect economic activity. SCBA provides information on general welfare, expressed in terms of benefits and costs which do not reflect economic activity in a straightforward way. The EIS~(R) does provide clear and quantified information on economic activity, generated both directly and indirectly (clustering effects). As such, the EIS~(R) is the best choice for the evaluation of port investment projects. For projects for which stimulation of economic activity is only a secondary goal, SCBA is often the preferred method. In addition, MCA can be used to compress all outcomes of the EIS~(R) (together with the result of the SCBA) into a single evaluation criterion.
