摘要

While it is common for regulators to require investor-owned utilities to invest inrnpromoting water conservation, the resulting activity sometimes falls short of genuinelyrnincorporating water conservation into long-term water supply planning. Following arn2006 New York Public Service Commission rate case order, United Water of New Yorkrnhas been pursuing plans for a desalination plant on the Hudson River in order to meetrnrequirements to address long-term water supply needs. Water conservation was not anrnintegral part of the initial proposal. This Rockland County case study begins with a lookrnat the local history of recurrent drought, at governmental responses to drought and at thernextensive water conservation activity in Rockland County in the ‘80s and ‘90s. The casernstudy goes on to look at the rate case discussion preceding the desalination plantrnproposal and the state and local response to that proposal. Finally the state of waterrnconservation in Rockland County in 2011 is discussed and options identified for nextrnsteps to move the discussion forward.
