摘要

Environmental protection policy is among the basic in China.The prevention and treatment of the algal blooms in rivers and lakes play a vital role in China's water resources protection.For water environment conservation and cost-effective emergency management investments,the key point is to identify and optimize water-bloom emergency treatment measures.In this paper,first grade indexes of multi-index system which exert significant influence on water management decision-making are obtained by investigation.According to varying degrees of effect on algal blooms governance caused by various indicators,an index system is established for optimizing weights distribution,the goal constraints are built based on facts.Then,adopting profit function based on Bayesian decision theory,a multi-objective decision-making model is set up to achieve the optimal water-blooms treatment methods.In addition,an information system of water-bloom emergency treatment is developed,which provide the water environment protection department with references to optimize the decision-making process for algal blooms control.
