The Comprehensive Everglades Restoration Plan (CERP), formerly known as the Everglades Restudy, is a 20-plus year, $7.8 billion program of projects designed to restore the Everglades while providing for the other water-related needs of the region, including water supply and flood protection. The South Florida Water Management District (District) is the local sponsor to the Corps of Engineers (Corps) for the CERP. The District has a long and successful record of managing complex projects, one of which is the Everglades Construction Project (ECP). While the ECP consists of several large environmental restoration construction projects, it pales in comparison with the massive effort envisioned for the CERP. If the District is to be successful in implementing the CERP it will have to build upon and diversify ks project management experience and knowledge developed over the years. This paper outlines the initial series of training efforts designed to build the internal project management skills and competencies necessary for the successful implementation of the CERP. The objectives, parameters and constraints that make up the training initiative are presented along with the context within which the initiative will take place. Adding to the complexity of this effort is the need to feed into and be consistent with the federal reporting and justification requirements of the Corps. The methods used to meet this significant constraint are detailed.
