Methodology and results of determination of the energetic potential for CHP in Belgium

At present, promotion of combined production of heat and power (CHP) plays a significant role in most national energy strategies, aiming at primary energy savings and CO_2-reduction. In order to work out a policy for promotion of CHP, it is necessary to know the technical-economical potential for CHP. although one is particularly interested in the economic potential, it is necessary for developing a long term strategy to know the energetic potential for CH, it is the potential based on the energy demands of companies and based on a (for CHP) perfect economic climate. Starting from this potential the government and the utilities can formulate actions in order to convert the energetic potential into an economic CHP-potential. VITO developed a methodology to determine this `energetic CHP-potential', being usable for other countries and making it possible to compare the real possibilities for CHP in different countries. The methodology is based on the following main assumptions: (i) dimensioning CHP on heat demand and (ii) CHP is energy saving towards the for this moment best performing alternatives (i.e.combined cycle electricity production and high efficiency boiler for heat production). In this paper the methodology for determination of the energetic CHP potential is presented, considering two CHP-technologies, gas engines and gas turbines. The described methodology has been implemented in the Belgian situation, resulting in the energetic potential for CHP in Belgium for the following sectors: industry, horticulture, tertiary/commercial, and residential.
