Most environmental professionals work with obtaining, amending, and complying with permits. However, often these professionals have little academic introduction to permitting procedures and requirements. The Environmental Management Program at the University of Houston - Clear Lake has developed a course that provides a practical introduction to permitting. This course has received plaudits from students and alumni. A key to the course's success is the compilation of agency documents and permitting materials that comprise the text. Depending on the media or agency, course materials may include permit applications, agency instructions or guidance, recently issued permits, statutory and regulatory provisions, and recent articles or conference papers. Most of the material is in the public domain, and the bookstore can quickly and inexpensively provide copies to students. Materials are updated and indexed each year, keeping the course current. Several broad themes tie the material together. For example, one theme is defining the line between activities that require a permit and those that do not, or among activities that trigger more complexity in the permitting process. Tests and assignments present questions that might arise when permitting facilities. Homework exercises teach students the skills needed to find specific standards or new regulatory requirements. Students gain both practical knowledge and the skills they need to apply and update their knowledge base.
