In the past few decades, various energy saving devices (ESDs) have been developed which can produce energy savings of up to fifteen percent by improving hull and/or propeller performance. These energy savings translate directly into fuel savings, and therefore a reduction in operating costs In the first part of this paper, various ESDs are described and the potential performance of these devices is assessed in general terms based on the known characteristics of the devices. While incorporation of some of the ESDs would require major hull modifications or significant investments in machinery, most of the ESDs outlined in the paper can inexpensively be added to existing vessels to improve performance and operation. For application to USCG's fleet of vessels, a matrix of cutters and potential devices was developed to determine the most promising applications, from which recommendations were offered for the fitting of the appropriate devices to various cutter types. As a result of these recommendations, a cost benefit analysis was conducted for the most promising ESDs to be installed on five classes of USCG cutters already in service. The modifications are predicted to result in fuel savings of three to ten percent. They can be accomplished without changes to the hull form and at a relatively modest cost. Descriptions of the installations are provided, as well as the estimated installation cost, the estimated fuel savings and the payback period.
