This paper was written to provide a competency model implementation example,rnemphasizing a usable competency framework as a continuation of the well-received InternationalrnCouncil on Systems Engineering International Symposium 2008 paper entitled, ”Global SystemsrnEngineering Competencies: A Business Advantage (Arnold, 2008). The framework addressesrnactivities in the form of a case study for implementing a global East Meets West, 3-D SystemsrnEngineering competency model at a hypothetical company, Global Avionics Proactive Systemsrn(GAPS). The motivations for the development of this framework are based on the author’srnperceived business need for visualization of the lean, rapid creation and deployment of a 3-Drncompetency framework usable at several layers of a global enterprise, applicable to a wide rangernof industry, government, and academic situations.
