Information Resources Management or IRM is a major management reform that deals with information as an organizational resource that is planned, managed and controlled in ways similar to, but not exactly the same as other organizational resources such as human resources, financial resources, property resources and physical plant. While managing information technologies such as computers and telecommunications networks is important, IRM shifts management's attention to the costs, values, and uses of information itself - - the content of both manual and automated information holdings, information systems, and information services. Which is to say not just to hardware and software infrastructures, but to information architectures, and whether or not information resource investments are yielding bottom-line results. This paper reviews the evolution and current status of the IRM concept.
