The introduction of advanced technologies such as wideband CDMA into mobile networks enables mobile operators to provide a wide range of new mobile services to end-users. A key element in managing these services is to monitor end user perceived service quality. As more and more new services are deployed, there is a need for a unified service quality monitoring process. In this paper, we propose a two-layer common information model for mobile service quality monitoring. This model simplifies the management process and promotes a consistent service performance monitoring approach.
