As one of the actions in response to the 1979 accident at Three Mile Island Unit 2, the Nuclear Management and Resources Council (NUMARC) Severe Accident Working Group recommended the preparation of the Severe Accident Management Guidance (SAMG) Technical Basis Report (TBR). This report was prepared by the Electric Power Research Institute (EPRI) and published in 1992. The purpose of the original TBR was to provide an industry-wide common technical basis from which the owners' groups and individual utilities could develop their vendor- and plant-specific accident management guidance (AMG). To provide technical guidance and review, EPRI formed an Engineering Design Review Committee (EDRC) with the primary objective to ensure that the TBR provided necessary technical information that was accurate and complete, that provided a common basis for development of AMG by the industry, and that was compatible with existing industry procedures and practice. The latest revision of the TBR supports the enhancement of existing plant-specific SAMGs to address insights from the recent accident at Fukushima Daiichi, along with updating specific technical evaluations to reflect advancements in the state-of-the-art.
