PASSENGER MOTOR CARRIERS: A SAFETY PERFORMANCE PROFILE

This report is the result of a contract between the Federal Motor Carrier Safety Administration and the Supply Chain Management Center of the Robert H. Smith School of Business. The report presents an in-depth analysis of the safety performance of motor carriers reporting on their MCS-150 form that they transport passengers. The analysis is based on the Motor Carrier Safety Status (SafeStat) Measurement System analysis methodology developed by researchers at the John A. Volpe National Transportation Systems Center to support an improved process for motor carrier safety fitness determination for the Federal Motor Carrier Safety Administration. The SafeStat methodology provides a number of safety performance indicators based on the results of a carrier's roadside inspections, compliance reviews (CRs), enforcement cases, and crashes. SafeStat evaluates carriers' performance in four Safety Evaluation Areas (SEAs): Driver SEA, Vehicle SEA, Accident SEA, and Safety Management SEA. This study utilizes data from each SEA and its components in evaluating safety performance. The initial section of this report compares the safety performance of carriers transporting passengers with the performance of carriers in the other major industry segments (e.g., building materials, household goods, general freight, etc.) Each industry segment is broken into a for-hire and a private carrier group. The comparison between the performance of the passenger carriers (for-hire and private) and the other industry segments (for-hire and private) is broken into three sections. The initial section compares safety performance based on the overall Compliance Review (CR) data for a carrier's most recent review, regardless of when it occurred. There is a separate comparison across the industry's segments for only those CRs conducted in the 18 months prior to the development of the database (July 2000). The second section compares across the industry's segments the detailed components of CRs conducted in the 18-month period prior to the database construction. Finally, there is an overall perspective of driver and vehicle safety performance, based on roadside inspections, across the industry's segments, with special reference to the differences between carriers transporting passengers and those transporting freight. The second major section of the report presents the same summary statistics for subgroups of passenger carries, based on carrier size.
