Transportation and Land Use Planning to Promote Physical Activity and Improve Public Health

Transportation agencies have long been interested in strategies to reduce vehicle travel forimproved air quality, congestion mitigation, and other purposes. These strategies haveincreasingly included improving facilities and conditions for bicycle and pedestrian travel, as wellas working to influence land use patterns to reduce vehicle travel demand. Correspondingly,within the past five to 10 years the public health sector has become increasingly interested in therelationships among transportation systems, community design, and physical activity. Theirinterest has been motivated by the rising incidence of health problems linked in part to sedentarylifestyles and the rising incidence of obesity. Health practitioners are promoting the concept of"active transportation" in which activity is integrated into daily routines through the opportunity towalk or bicycle to destinations. This confluence of interests is leading to the formation ofpartnerships involving the transportation and public health sectors that are resulting in importantair quality as well as public health and transportation benefits. A survey found that at least 33metropolitan planning organizations (MPOs) and 16 state departments of transportation (DOTs)are now working, in some way, to explicitly address physical activity and related health issues.Examples of activities include: forming partnerships with public health agencies, establishinghealth and activity-related goals and objectives in long-range plans, and undertaking expandedprograms to promote walking and bicycling. Agencies share knowledge and communicationsresources in support of mutual objectives, and have found strong public support for projects thatcreate more walkable and bikeable communities. The resulting programs and projects contribute tomultiple goals, help to improve public health by promoting physical activity, reduce vehicleemissions and thereby improve air quality, and reduce the need for expanded roadway capacity.
