摘要

The marine economic development in China coastal areas offers broad prospects for internationalized seafarers' return home to start a business. And seafaring labor services export is one of the most important ways for the training and accumulation of internationalized or export-oriented entrepreneurs in marine economy industry. Based on the analysis of prerequisites and significance of seafarers return home to start a business, this essay aims to advance 1) that export and enterprise education of marine majors should be concurrently enhanced in marine education reform and development^) that the polices supporting service export and seafarers' return home to start a business should be carried out by government; 3) that internationalized seafarers should be kept stable in number by selecting seafarers from multiple sources; 4) that internationalized seafarers' personal quality like commitment with honesty should be improved.
机译：中国沿海地区的海洋经济发展为国际化海员回国创业提供了广阔前景。航海劳务输出是在海洋经济产业中培训和积累国际化或出口导向型企业家的最重要方法之一。本文在分析海员回国创业的前提和意义的基础上，提出以下方面的建议：1）在海洋教育改革与发展中，应同时加强对海洋专业的出口和企业教育^），支持服务输出的警察海员回国创业应由政府进行; 3）应从多个来源中选择海员，以保持国际化海员人数的稳定; 4）应该提高国际化海员的个人素质，例如诚实承诺。
