The index system of University Scientific Research Evaluation is constructed according to the data collected by Compilation of Statistical Data S & T. Then 24 key universities are chosen as samples to analyze the data S & T by Factor Analysis Method.The results show that: science and technology input and output scale factor, technological achievements transforming growth factor, technology quality and efficiency of input and output factors and technological innovation support factors could strongly explain the university's science and technology innovation ability.After analyzing a single factor and comprehensive factors of 24 universities, the paper provides some useful suggestions.
