摘要

As a tool for redistribution, the equalization effects of transfers on county fiscal disparities are various in different provinces of China. But there are only a few of existing literatures studying the intra-county fiscal disparity reduced by transfers within a province and how are they influenced by the design of provincial fiscal structures. Using the county data from 1999 to 2004, we measure the equalization effects of transfers in 27 provinces. Through the provincial panel data analysis, we can conclude that the vertical and horizontal fiscal distributions are the key factors which influence the equalization effects of transfers in provinces. So the intermediate-level governments should distribute more fiscal resources to county level governments and strengthen the horizontal redistribution of transfers in these provinces.
