Rural Roadway Crash Fatality Reduction Estimates for Six Legislatively-Based Safety Improvement Measures

Many factors that contribute to fatal crashes are related to human behavior. One method ofadjusting these behaviors is through the enactment and enforcement of legislatively-based safetyimprovement measures (LSIMs). The objective of the project documented in this paper was toinvestigate the feasibility and application of a research-based rural safety policy improvementindex (RSPII) framework that could be used to quantify the state-by-state rural roadway crashfatality impacts of LSIMs. During the completion of this project NCHRP Report 622 waspublished. This report categorized 23 behavioral highway safety countermeasures as “proven”with “high-quality” research. Based on a review of the research and NCHRP Report 622 it wasconcluded that a RSPII was feasible. A six-step RSPII framework was developed and six LSIMswere selected for further consideration. The LSIMs selected were the primary enforcement ofseat belt use, universal motorcycle helmet use, regular application of sobriety checkpoints,graduated driver licensing program upgrades, mandatory ignition interlock installation, andautomated speed enforcement. A state-by-state estimate of the potential rural roadway crashfatality reductions (based on current research) due to the enactment and proper implementationand enforcement of these LSIMs was completed. The national fatality reductions estimated foreach LSIM ranged from 120 to 699. This paper briefly describes the RSPII feasibilityinvestigation, summarizes the six-step RSPII framework, presents the national results from theframework application, discusses the challenges related to the framework application, andconcludes with recommendations related to the use and improvement to the RSPII framework.
