摘要

Into the twenty-first century, the services outsourcing enterprises became an important constituent of modern high-end services industry. Regarding mature service outsourcing enterprises, how to face diversified and dynamic requirements of service outsourcing industry? The author thinks that the most effective method is strategic-oriented and market-guidance comprehensive budget management, which is financial management as the foundation, carrying full participation as guarantee, and through BSC to predict, implement, supervise and evaluate. Thus, to guide the enterprise in a rising channel own operating.
机译：进入二十一世纪，服务外包企业成为现代高端服务业的重要组成部分。对于成熟的服务外包企业，如何面对服务外包行业的多样化和动态需求？笔者认为，最有效的方法是以战略为导向，以市场为导向的全面预算管理，以财务管理为基础，以充分参与为保证，并通过平衡计分卡进行预测，实施，监督和评估。这样，引导企业在上升的渠道中自主经营。
