For over a decade Babcock & Wilcox (B&W) and Air Liquide have been developing the oxy-coal combustion technology utilizing pulverized coal (PC). After successful testing at 30 MWth scale during 2007 to 2008, B&W and Air Liquide pursued commercial scale validation at a 150 MWe gross scale. In August of 2010 the U.S. Department of Energy (DOE) announced the award of $1 billion in Recovery Act funding to the FutureGen Industrial Alliance (Alliance) and Ameren Energy Resources (AER) to build FutureGen 2.0. B&W and Air Liquide were to repower AER's 200 MWe Unit 4 steam turbine at the Meredosia Energy Center with a new oxy-coal combustion process for carbon capture. The Alliance was to be responsible for transportation and storage of carbon dioxide (CO_2) captured.
